IIS 8.5 FTP works locally, but not accessible from remote

Problem:

IIS 8.5 FTP Server on Windows Server 2012 R2 works locally, but not accessible from remote

Possible solution:

Remov the FTP Windows Firewall Rules and reboot the server.

Then add the FTP Server Rules again and the FTP site workes from remote.
