Problem:
pgAdmin ist not starting anymore after installation / migration from older version.
Solution:
This is a known bug.
Open the Windows Registry, and check the key HKEY_CLASSES_ROOT\.js\Content Type.
It shold be text/javascript.
Restart Windows if necessary.
